DR. A. MARTIN PETROVIC'S REPORTS 1999-DECEMBER 2002 ON
"The Bridge" GOLF COURSE
In 1998, Dr. Petrovic and Dr. Cambareri were hired by the Planning Department as outside consultants to review the methods and protocols that the developer's consultants, had devised for the construction of, and, the methods to be used in the running of the golf course. At that time, Petrovic and Cambareri were at odds with 80% of what the developer's consultants had provided to the Town and spelled out their own recommendations on what the construction methods, the protocols, the operating methods, should be for the golf course in their January 1999 Report.
In Petrovic's October and November 2001 Reports I & II he backtracked from his original recommendations (as in many instances those in charge of the golf course hadn't and weren't following those recommendations); he also made a few criticisms such as about the sloppy "quality control" of the test sampling (they arrived at the lab above the stipulated temperature which can degrade the sample and make its results unreliable) and that testing wasn't being carried out on a quarterly basis as agreed upon-these among others. In his Reports III, IV. V, of testing and operations he goes over material he reviewed in Reports I & II and then some. His main criticism is Reports III-V is that they didn't give him the field "log books" so he could see their sampling methods first hand (as there are certain protocols to be followed), in some instances they gave him "spread sheets" in lieu of the log books. As the Town had exercised barely any oversight during the construction of the golf course (and only hired Petrovic in 2001 after repeated Freedom of Information requests and newspaper articles revealed how they'd been mishandling and neglecting to do their duty as regards the golf course) that Petrovic was re-hired in March 2001. Then, Mr. Petrovic was put in the position of merely carrying out the Town's agenda to say that the golf course is in "compliance with its certificate of occupancy" when, indeed, it was not. The Town was grossly negligent in its oversight, especially between the beginning of its construction in 1999, until around May 2001. Then, they started working like crazy to cover their tails.
In his Reports VI and VII, while they provided log books, some were not signed, so he recommended "that a copy of the field logbook with signatures pertaining to each quarterly sampling be included with the ground water quality test results and a summary spreadsheet. Chain of Custody (COC) forms from the field collection (ETS form), transportation FED EX receipts and lab COC (EHL) need to be included" --This way Petrovic can assure himself that the personnel from Leggette,Brashears, & Graham (LBG) , the company the golf course is using to collect/send the samples to their labs are actually the ones doing it, among other things.
If you read over all these reports and appendixes, you can see where Petrovic has backtracked from so many of his and Cambareri's initial recommendations of 1999-recommendations that were actually made part of the approving conditions of the Planning Board in 1999.
